Our market share increased in traditional, volunteer-led units and districts (90% of our membership). In our low income and culturally specific outreach districts, we had a decline in market share only in our after school programs. We were "gold" on the Journey to Excellence balanced score card and we were one of very few Boy Scout Councils nationwide to have growth in Cub Scouts.
We have put a new three year strategic plan in place that includes 22 goals falling within 7 initiatives. These goals fall within imperatives known as "meet family needs", "more rewarding volunteer experience", and "become critical player in youth development".
Community or Constituency Served
Northern Star Council serves 40,000 young people as members and 20,000 young people as participants, across a 25 county area of Minnesota and western Wisconsin. Our programs are delivered K-12 for boys and 8-12 for girls. We recruit, train, and support more than 15,000 adult volunteers who serve as mentors and leaders, providing an average of 20 hours a month of their time. Our membership is within 1/2 a percentage point of serving representative market shares across four major ethnic groups, and our overall market share is roughly 10%.

Northern Star Council is one of the largest of the 275 councils in the nation with more than 15,000 adult volunteers. More than 40,000 young people are served in the Minnesota counties of: Anoka, Carver, Chippewa, Chisago, Dakota, Hennepin, Isanti, Kandiyohi, Lac Que Parle, Le Sueur, Mcleod, Meeker, Ramsey, Renville, Rice, Scott, Stearns, Swift, Washington, Wright, Yellow Medicine; and the western Wisconsin counties of Burnett, Pierce, Polk, and St. Croix.
